This patch uses subsecond precision calculations.  Use of libtai
(http://cr.yp.to/libtai.html) is recommended, but not required.
If you choose to use libtai, we suggest version 0.60 since this patch
has been tested with it.  Use of libtai is automatic when it is
available (for inclusion and linking).
